Melbourne has won it again as the world's most livable city according to the 2013 Economist Intelligence Unit's Global Livability Survey.

CNN Go reported that much of the top cities remain the same as last year.

"The top cities and indeed much of the rankings remained similar to last year, with Australian and New Zealand cities landing five of the top 10 spots. Canadian cities made up another three of the top 10 positions," reported CNNgo.com.

Vienna came in second with Vancouver and Toronto coming in third and fourth.

"The top spots are mostly "mid-sized cities in wealthier countries with a relatively low population density," said the EIU.

Forbes reported that most cities in the world has seen their livability go down since 2008.  

"Part of the reason is civil unrest in the Middle East and North Africa. But cities in Europe and even in Iceland have also seen a decline in their standings in the EIU's Global Livability Ranking," reported Forbes.

At the bottom of the livability list are conflict ridden areas of Damascus, Syria which dropped ten rankings. A total of 140 cities were survyeyed in five categories including healthcare, stability, culture, environment, education and infrastructure.

"Scores in each category and sub-category are compiled and weighted to give a total out of 100. 100 is considered ideal and 1 intolerable," reported CNN.

Jon Copestake, EIU's editor of the survey, said in a press release on that, "Livability often seems static on a year-to-year basis. But looking at movement over a longer period we can see some significant trends emerging. While the threat of terror had a defining influence on livability in the last decade, we can clearly see that civil unrest has already had a significant impact on livability in this decade."
